The NCAA rules committee recommended that the Playing Rules Oversight Panel implement a restricted area underneath the basket that limits additional defenders from crowding the basket unless they are guarding an opponent. The committee considered recommending a painted arc, as the NBA uses to ban charges underneath the basket. The rules committee also recommended encouraging officials to use TV monitors more liberally when determining the severity of a foul — specifically whether a foul if flagrant, intentional or technical for physical contact.
